Community Organizations Active in Disaster (COADs) provide a platform for increasing communication and coordination among public, private and nonprofit agencies to reduce the impact of disasters. A COAD will enhance a community’s ability to mitigate, prevent, prepare for, respond to and recover from disasters, thus ensuring that human needs inherent in a disaster situation are evaluated and addressed.
